| La simbole kaj emocie grava jaro 2000, ĉesojla al nova miljaro, donas al multaj homoj - signife pli ol aliaj jarkomencoj - emon kontempli la pasintecon, same kiel la estontecon. Cedante al la sama emo je tiu ĉi historia fojo, mi kaptu la okazon paroli - mi esperas, ne tro filozofie - pri kelkaj aspektoj de nia movado, de nia komunumo kaj de UEA mem, laŭ miaj observoj kaj spertoj dum mia ĝisnuna tempo kiel prezidanto de UEA. | The symbolically and emotionally important year 2000, on the threshold of a new millenium, puts many people -- significantly more than at the beginnings of other years -- in the mood to contemplate the past as well as the future. Yielding to the same mood on this historic occasion, let me take the opportunity to speak -- not too philosophically, I hope -- about some aspects of our movement, of our community, and of the Universal Esperanto Association (UEA) itself, from my own observations and experiences during my tenure as president of UEA to date. |
| Je la fino de la 20-a jarcento, eĉ se la revoj de niaj pioniroj pri Rapida Fina Venko ankoraŭ ne realiĝas, oni rajtas honeste kaj memfide diri ke la fenomeno Esperanto sendube sukcesis vivteni sin kaj progresi dum tiu ĉi tumultega jarcento, kies konjunkturoj certe ne helpis prosperi ideojn similajn al la nia. | At the end of the 20th century, even if our pioneers' dreams of a Quick Final Victory have not yet been realized, it may honestly and confidently be said that the Esperanto phenomenon has without doubt succeeded in keeping itself alive and making progress during this tumultous century, a century whose events have generally not helped ideas like ours to prosper. |
| Ni ofte aŭdas akuzajn demandojn kial ni ne atingis pli? kial la entuziasmo kaj optimismo de niaj pioniroj plejparte velkis? Sed mi respondas per demando ĉu ni vere rajtis atendi pli ol tio kion ni jam atingis? Se ni rerigardas al nia historio, la honesta respondo devas esti ne; atendi pli estis utopie kaj tro optimisme. | We often hear accusatory questions why haven't we had more success? why did the enthusiasm and optimism of our pioneers wilt, for the most part? But let me answer with a question may we truly expect more than what we have already attained? If we look back at our history, the honest answer has to be no; expecting more was utopian and overoptimistic. |
| Tamen, mi forte kredas ke ni rajtas eniri la novan jarmilon optimisme kaj kuraĝe, eble ne kun la espero atingi la samajn celojn, almenaŭ ne sammaniere kiel volis la pioniroj, ĉar iliaj celoj probable ne plu aktualas en la nuna mondo, tiom malsama al la ilia. Frontas nin, nuntempajn esperantistojn, tute alia mondsituacio. Konforme al ĝi, ankaŭ ni mem, niaj organizoj, niaj sintenoj kaj strukturoj devos ŝanĝiĝi. Fakte, en nia rapide ŝanĝiĝanta mondo ĉiuj organizoj kiuj volas ĝin iel servi, devas konstante sin reformi. | But I strongly believe that we may enter the new millenium optimistically and bravely, perhaps not with the hope of reaching the same goals, at least not in the same way as the pioneers wanted, because their goals are probably no longer relevant to today's world, so dissimilar to their own. We, the Esperantists of today, are faced with a completely different world situation. To operate in it, we ourselves, our organizations, our attitudes and structures will have to change. In fact, in our quickly changing world all organizations that want to serve it in some way have to be in a permanent state of reformation. |
| Ne konvenas en novjara mesaĝo profunde trakti pri tio kiaj politikaj, taktikaj aŭ strategiaj ŝanĝoj estas dezirindaj, ekzemple, por UEA. Laŭlonge de la jaro, mi klopodos stimuleme fari kelkajn publikajn sugestojn. Konsekvencajn kritikojn kaj ideojn de ĉiuj interesatoj mi bonvenigas. | A New Year's message is not suitable for discussing what kinds of political, tactical or strategic changes are desirable, in depth, e.g. for UEA. Throughout the year I will take steps to make some public suggestions in a stimulating manner. I welcome criticisms and ideas from all those interested. |
| Tamen, mallonge kaj esence kiajn problemojn de tiu speco mi vidas? Fundamente gravas la fakto ke dum la lastaj jaroj la ĝenerala publiko, precipe gejunuloj, ne multe interesiĝas pri Esperanto. Tio rezultas de la ĉiuhora inundo de tiel nomataj novaĵoj kaj komercocelaj allogaj distraĵoj kiujn la nuntempa publiko tutmonde konstante spertas, kun sinteno ofte priskribita kiel apatio. Esperanto de longe ne kvalifikiĝas kiel inda novaĵo, kaj certe ne kiel komerca logaĵo. Nia idealismo en la moderna mondo klare ne plu sufiĉas sola. | But, in short and essentially what kind of such problems do I see? Of basic importance is the fact that during recent years the general public, mainly young people, have not had much interest in Esperanto. This is a result of the hourly flood of so-called news and attractive, sales-oriented distractions that today's global public constantly experiences, with an attitude often described as apathy. Esperanto has not for a long time qualified as a worthy news item, and certainly not as a commercial attraction. Our idealism clearly is not, in and of itself, sufficient in the modern world. |
| Ni ankaŭ devas kalkuli kun tio ke la antaŭjuĝoj kaj skeptiko de multaj elituloj kontraŭ ni daŭre restos. | We also have to consider, along with this, that the prejudices and skepticism about us on the part of many members of the elite will continue. |
| Malgraŭ ĉio tio, nia unika Esperanta kultura vivo daŭre pliriĉiĝas kaj kvalite plialtiĝas. Nur unu ekzemplo: konstante eldoniĝas literaturaj verkoj altkvalitaj, tradukitaj kaj originale verkitaj. | In spite of all this, our unique Esperanto cultural life continues to be enriched and to grow in quality. Just one example: there is a constant flow of literary works of high quality, both translated and original. |
| Por progresigi nian aferon, ĉiu sin demandas kion ni faru? Mia unua kaj plej ĝenerala sugesto estas ke ni strebu plifortigi nian internacian senton de kohereco, sed ne en spirito sekteca, maltolerema aŭ ofenda al aliaj, ĉu esperantistoj aŭ ne. | To advance our cause, we all ask ourselves what should we do? My first and most general suggestion is that we should strive to strengthen our international feeling of coherence, but not in a spirit that is sectarian, intolerant or offensive to others, be they Esperantists or not. |
| Due, por socia asocio kiu volas agi efike, ege gravas, evidente, la propra strukturo. Strukture UEA, same kiel ĉiuj internaciaj organizoj, havas multajn problemojn jam pro la fakto mem ke ĝi laboras internacie. La komitatanoj kaj estraranoj de UEA, kvankam statute ili havas la superan gvidrolon en la aferoj de UEA, necese impresas pli malfortaj kaj iom pli amatoraj ol la profesiuloj en la Centra Oficejo, ĉar la unuaj laboras en sia libertempo, dise tra la mondo. Tia kontraŭdira situacio kreas seriozajn problemojn - kiel en ajna asocio celanta agi kaj efike kaj demokratie - pri la kombino de efika gvidado kun efektivaj, ĝustaj, demokratiaj principoj de respondeco. Bedaŭrinde, akcepteblajn solvojn ne facilas trovi. | Second, for a social organization which wants to act effectively, its own structure is obviously of great importance. Structurally, UEA, like all international organizations, has many problems deriving from the very fact that it works internationally. UEA's Committee members and Directors, although the organization's constitution mandates to them the leading role in UEA's affairs, of necessity give the impression that they are somewhat weaker and more amateurish than the professionals in the Central Office, because the former work in their spare time, scattered throughout the world. Such a contradictory situation creates serious problems -- as in any association whose goals include acting both efficiently and democratically -- with respect to the combination of efficient leadership and effective, correct, democratic principles of responsibility. Unfortunately, acceptable solutions are hard to find. |

| Mi sugestas ke, daŭre disvastigante la uzon de Esperanto per niaj tradiciaj metodoj, ni pliaktiviĝu en aliaj statute permesitaj aferoj, ekzemple, batalante por homaj rajtoj ĝenerale. | I suggest that, as we continue to spread the use of Esperanto via our traditional methods, we should become more active in other matters that are allowed by our constitution e.g., in the general battle for human rights. |
| Kvankam pri certaj temoj ligas nin statute deviga neŭtraleco, la statuto permesas al ni, fakte eĉ kuraĝigas nin, tion fari. En niaj tiukampaj klopodoj, ni strebu malpligrandigi la distancon inter la "skoloj" por- kaj peresperantaj de nia tuta movado kaj komunumo, kaj pli alproksimiĝi al la peresperanta flanko. | Although our constitution enjoins us to mandatory neutrality with respect to certain subjects. the constitution does allow us, in fact even encourages us, to do this. As we advance in this field, let us strive to decrease the distance between the for-Esperanto and through-Esperanto schools in our entire movement and community, and move towards the through-Esperanto side. |

Mi kredas ke, post pli ol cent jaroj, ni jam estas sufiĉe maturaj fari taŭgajn decidojn. | Independently of the question of neutrality, deciding on the best, wisest and most prudent reactions to many thorny questions will always be a problem. I believe that, after more than a hundred years, we are mature enough to make suitable decisions. |
| Ni ĉiuj ankaŭ iĝu pli toleremaj al la multaj diferencaj opinioj kaj tendencoj en ĉiuj vicoj de nia komunumo, kaj ni atente aŭskultu niajn kritikistojn. | Let us all, in addition, become more tolerant of the many different opinions and tendencies in all the ranks of our community, and let us carefully listen to our critics. |
| UEA ne estas, kaj ne volas esti, la fonto de ĉiuj saĝoj pri la plej bonaj manieroj progresigi Esperanton kaj, pere de Esperanto, helpi la bonstaton de la mondo. Inkluzivemo, akceptemo, toleremo al ĉiuj fluoj de opinioj estu nia devizo. | UEA is not, and has no wish to be, the source of all wisdom regarding the best ways of advancing Esperanto and, through Esperanto, helping the world's situation. Inclusivity, acceptance, tolerance of all the flows of opinion must be our motto. |
