| Antaŭ sep jaroj, la tiama prezidanto de UEA, d-ro Humphrey Tonkin, enkondukis la novan jaron per nova devizo: DUE. Temis pri la strategiaj prioritatoj de UEA, t.e. disvastigo de Esperanto, utiligo de Esperanto, edukado al tutmonda konscio. Surbaze de la strategio, mi havas la taskon realigi ilin kun la helpo de ĉiuj. La novan jaron ni komencu kun memfida kuraĝo kaj freŝaj ideoj. | Seven years ago, the president of UEA at that time, Dr. Humphrey Tonkin, introduced the new year with a new motto: DUE. This reffered to UEA's strategic priorities, i.e. dissemination of Esperanto, utilization of Esperanto, education toward a global consciousness. On the bases of this strategy, I have the task of realizing them with everyone's help. Let us begin the new year with confident courage and fresh ideas. |
| Se ni rigardas al la pasinta jaro, ni vidas pruvojn ke UEA jam bone laboras sur la menciitaj kampoj. Per la aliĝo de landaj asocioj el Rumanio kaj Togolando, kaj per la ekfunkcio de internaciaj komisionoj pri la movadoj en Azio kaj Ameriko, nia asocio fariĝis ankoraŭ pli tutmonda. La brila kongreso en Tampereo verŝajne enhavis rekordan nombron da kulturaj, fakaj kaj movadaj kunsidoj; mi aparte mencias la sukcesan kunlaboron kun Akademio Internacia de la Sciencoj, kiun UEA daŭrigos ankaŭ ĉi-jare. Ne lastavice, daŭre restas tre forta kaj konkreta la solidareco inter niaj membroj, montrita interalie per amasa aliĝo al Societo Zamenhof kaj donacado al Konto Espero, Fondaĵo Canuto kaj Fondaĵo Afriko. Mi persone fieras esti ano de tia movado kiu, se ĝi ankoraŭ ne kapablas igi la mondon paca kaj justa, tamen laboras por mildigi militajn kaj ekonomiajn suferojn -- kiel ni faris en Bosnio-Hercegovino. | If we look at the year just past, we see proof that UEA is already working well in the above-mentioned fields. With the joining of national associations in Romania and Togoland, and with the initiation of international commissions for the movements in Asia and America, our association has become even more global. The brilliant congress in Tampere seems to have contained a record number of cultural, special-interest and movement meetings; I especially mention the successful collaboration with the International Academy of Sciences, which UEA will continue in the new year as well. Not in the last place, the solidarity among our members continues to remain very strong and concrete, as is shown by, among other things, mass joining of the Zamenhof Society and donations to the Hope Account, the Canuto Foundation and the Africa Foundation. I am personally proud of being a member of the sort of movement which, if it is not yet able to make the world peaceful and just, is still working to ameliorate wartime and economic sufferings -- as we have done in Bosnia-Herzegovina. |
| Sed ni ĉiuj scias ankaŭ ke tre granda restas la laboro antaŭ ni, por konvinki la eksteran mondon pri la graveco kaj utileco de Esperanto. Ŝajnas al mi ke precipe al tiu celo necesas direkti plian atenton. Por ĉi tiu jaro, mi vidas tri ĉefajn prioritatojn. | But we all know, too, that the work which remains ahead of us is very great, to convince the outside world about Esperanto's importance and usefulness. It seems to me that we need to direct further attention especially to that goal. For this year, I see three main priorities. |
| Unue, la plivastiĝo de Eŭropa Unio kaj la intensiĝo de tuteŭropa kunlaboro alportas pli kaj pli da atento al diversaj lingvaj problemoj, nelaste en la eduksistemo kaj sur la kampo de lingvaj rajtoj. Se iu interregistara organizo oficiale akceptus Esperanton kiel helplingvon, EU verŝajne estus la unua. En tiu senco, Eŭropo estas strategia regiono por nia movado. Mi deziras ke ĉiuj esperantistoj subtenu la klopodojn de la aktivuloj kiuj laboras por gajni la subtenon de eŭropaj instancoj, interalie por plurlanda eksperimenta instruado de Esperanto kadre de la EU-programo "Sokrates". Ekzistas jam kelkdeko da deputitoj en Eŭropa Parlamento kiuj principe subtenas Esperanton. Necesas uzi ĉiujn demokratiajn rimedojn por aktivigi ilin kaj kreskigi ilian nombron. | First, the widening of the European Union and the intensification European cooperation draws more and more attention to various language problems, not in last place those in the educational system and in the field of language rights. If any intergovernmental organization were to officially accept Esperanto as an auxiliary language, the E.U. would probably be the first. In this sense, Europe is a strategic area for our movement. We want all Esperantitsts to support the work of the activists who are working to gain the support of European agencies, among other things for the international experimental teaching of Esperanto in the framework of the E.U. program "Socrates." There are already several dozen deputies in the European Parliament who support Esperanto in principle. It is necessary to use all democratic means to activate them and grow their number. |
| Due, la rilatoj inter UEA kaj kelkaj internaciaj organizoj donas multe da ebloj por praktika kunlaboro. Iuj anoj de la nova Estraro jam vizitis Uneskon (kaj Eŭropan Union) por priparoli ties partoprenon en internacia simpozio pri lingvopolitiko, kadre de la ĉi-jara UK en Prago. La invititaj reprezentantoj (ankaŭ el UN kaj aliaj organizoj) povos mem rekte sperti ke Esperanto estas ne plu projekto sed realaĵo. Ni ankaŭ planas konferencon pri la instruado de Esperanto en 1997, kiel eron en la konferenc-serio "Linguapax" de Unesko. La aranĝoj omaĝos samtempe du grandajn pionirojn de la batalo por Esperanto: Inazo Nitobe, Asistan Ĝeneralan Sekretarion de Ligo de Nacioj, kiu antaŭ 75 jaroj partoprenis en la 13-a UK en Prago kaj verkis gravan raporton pri siaj spertoj; kaj Edmond Privat, kiu iniciatis la grandiozan Konferencon pri la Instruado de Esperanto en Lernejoj en 1922, sub aŭspicio de la Ligo. | Second, the relations between UEA and several international organizations give many possibilities of practical cooperation. Some members of the new Board of Directors have already visited UNESCO (and the European Union) to discuss their participation in an international symposium on language policy, in the framework of this year's World Esperanto Congress in Prague. The invited representatives (also from the UN and other organizations) will be able to directly experience for themselves that Esperanto is no longer a project but a reality. We are also planing a conference on the teaching of Esperanto in 1997, as part of UNESCO's conference series "Linguapax". The arrangements will simultaneously pay homage to two great pioneers of the battle for Esperanto: Inazo Nitobe, Assistant Secretary-General of the League of Nations, who 75 years ago took part in the 13th World Esperanto Congress in Prague and wrote an important report about his experiences; and Edmond Privat, who initiated the great Conference on the Teaching of Esperanto in Schools in 1922, under the sponsorship of the League. |
| Trie, ekzistas multaj socie influaj homoj kiuj ne parolas Esperanton sed ŝatas la ideon ligitan al la lingvo, t.e. la strebon al justa kaj paca mondo ankaŭ sur la kampo de komunikado. Ili estas gravaj "amikoj de Esperanto", kiuj povas esti bona protektmuro de nia movado kaj subtena forto por niaj projektoj. La Estraro nun esploras manierojn gajni kaj utiligi la subtenon de tiu valora amikaro. Mi jam nun invitas la landajn asociojn kunlabori por gajni "amikojn de Esperanto" sialande. | Third, there are many socially influential individuals who do not speak Esperanto but appreciate the idea linked to the language, i.e. the striving for a just and peaceful world in the field of communications. They are important "friends of Esperanto," who can be a good firewall for our movement and a supporting force for our plans. The Board of Directors is now exploring ways of gaining and making use of the support of this valuable band of friends. I herewith invite the national associations to cooperate in winning "friends of Esperanto" in their own countries. |
| Por sukcesigi tiujn novajn projektojn, aktiva subteno kaj partopreno de niaj membroj estas nepre bezonata. Ni devas agi ekstere, ne nur en Ago-Tago, sed ago-monate, kiel brazilaj aktivuloj jam faris, aŭ eĉ ago-jare. Ni devas ankaŭ aparte kuraĝigi kaj subteni la junularan agadon, speciale por grandigi la nombron de esperantistoj kiuj estonte partoprenos kaj gvidos la movadon. Granda helpo tiurilate povus montriĝi la nova vidbenda kurso Mazi en Gondolando, sukcese lanĉita de Internacia Esperanto-Instituto dum la Kongreso en Tampereo. | To bring about the success of these new projects, active support and participation by our members is a must. We have to act externally, not just on Action Day, but during an action month, as Brazilian activists have already done, or even action year. We must also especially encourage and support the youth movement, especially to increase the number of Esperantists who in future will participate in and lead the movement. To that end, the new videotape course Mazi en Gondolando, successfully launched by the International Esperanto Institute during the Congress in Tampere, may prove to be a great help. |
| Parolante pri la estonteco, mi volas esprimi ankaŭ elkoran dankon al homo kiu dum la pasintaj 23 jaroj fariĝis preskaŭ kromnomo de UEA. Jam en pasinta aprilo mi eksciis ke Simo Milojeviĉ deziras demisii kiel ĝenerala direktoro de UEA fine de la jaro 1995. Feliĉe, li restos labori en la Centra Oficejo, kie ni daŭre profitos de lia akumulita scio, dum la vakan postenon akceptis Osmo Buller, nia tre sperta oficeja direktoro. Mi havas bonan kialon antaŭvidi tre pozitivajn rezultojn de tiuj decidoj, kiuj montras grandan sindediĉon al UEA. | Speaking of the future, I also want to express heartfelt thanks to a man who for the past 23 years has almost become a nickname for UEA. Last April I learned that Simo Milojevic wanted to resign as director-general of UEA at the end of the year 1995. Happily, he will stay on to work in the Central Office, where we may continue to profit from his accumulated knowledge, while the empty post has been filled by Osmo Buller, our very experienced office director. I have good reason to foresee very positive results from these decisions, which show great dedication to UEA. |
| La nova jaro komenciĝas esperplene por nia Asocio, kun unuigita forto de niaj membroj, niaj aktivuloj, niaj oficistoj, niaj estraranoj. Ni uzu tiun forton saĝe. Nia tasko ja estas ne nur disvastigi la lingvon aŭ ĝin uzi por personaj celoj, sed ankaŭ kontribui al la mondaj paco kaj interkompreniĝo laŭ la tradicio de Zamenhof kaj Hodler. Tiu plej alta celo devas inspiri nian agadon. Ni agu kun fiero kaj espero! | The new years is beginning hopefully for our Association, with the unified strength of our members, our activitists, our office workers, our Board members. Let's use this strength wisely. Our task must be not only to disseminate the language or to use it for personal aims, but also to contribute to global peace and understanding in the tradition of Zamenhof and Hodler. This highest goal must inspire our actions. Let's act with pride and hope! |
